While the family is the institution that most powerfully shapes the raising and well-being of the next generation, public policy often fails to support families holistically. Parents and caregivers routinely encounter formidable barriers to developing their financial resources, building their credentials, and providing opportunities for their children to grow and eventually make their own climb up the economic ladder.

With a pledge to bring middle-class economics into the 21st Century, President Obama鈥檚 recently-released 2016 Budget aims to 鈥渉elp America鈥檚 hard-working families get ahead in a time of relentless economic and technological change.鈥 President Obama argues that middle-class economics means helping more families acquire the skills and education they need to increase their earnings and afford the cornerstones of economic security.

Under the banner of middle-class economics, the Budget presents a series of proposals designed to support families. There are efforts to expand access to child care and early learning, offer new avenues to training and educational opportunities, and increase financial resources through valuable tax credits for working families. These proposals should be assessed in terms of their potential effectiveness, but also in how well they fit together as a set. How can they be improved and integrated with each other? Do they identify a new pathway for social policy?
