Singer testified before the House Armed Services Committee hearing on “Cyber Warfare in the 21st Century: Threats, Challenges, and Opportunities.” He covered what to do in response to Russia’s hacking campaign and how to bolster wider U.S. cybersecurity, offering up 30 bipartisan actions that the Congress can take.
