Getting Up to Speed: Best Practices for Measuring Broadband Performance

In this paper, we examine ways of empirically聽measuring broadband internet performance in聽the United States, and discuss best practices聽for using that performance data for consumer聽education on broadband issues. Broadband聽performance is affected by complicated factors聽that are not always recognizable to the consumer.聽Although methodology is often overlooked,聽different approaches can expose different aspects聽of performance. The individual merits and聽drawbacks of a given methodology are contingent聽on its use case: what do you want to know, and聽is your measurement designed to uncover it?聽There may be no 鈥渂est鈥 single methodology for聽measuring broadband performance, but there are聽best practices; the most useful performance data聽requires a consistent, reproducible methodology聽that provides full transparency for those using聽the data into its underlying assumptions, and in聽turn, the data鈥檚 strengths and limitations. These聽principles are considered in a brief case study of聽the Federal Communications Commission鈥檚 (FCC)聽Measuring Broadband America program, and the聽paper concludes by urging the FCC and internet聽service providers to better integrate performance聽measurement considerations into consumer-facing聽transparency disclosures for broadband service.

These recommendations come at a time when聽conversations about broadband measurement聽are unfolding in the U.S. and abroad. We hope聽they are useful to providers as they consider聽alternatives to the FCC鈥檚 鈥渟afe harbor鈥 for聽compliance with the 2015 Open Internet Rules, to聽the FCC itself as it considers adjustments to the聽Measuring Broadband America program in the聽future, and to other consumers, researchers, and聽advocates wishing to better understand broadband聽measurement. Additionally, issues related to聽broadband measurement have global implications聽as well, particularly as the Body of European聽Regulators of Electronic Communications (BEREC),聽the regulating agency of the telecommunication聽market in the European Union, has issued draft聽guidelines for implementation of the EU鈥檚 network聽neutrality rules. The guidelines include an聽extensive discussion on transparency, and we hope聽the recommendations here can help instruct best聽practices abroad.
